Based on the assessment and combining with the practice in the supervision and management . precautions that the ship party > the company party and the harbor superintendency administration should take have been put forward . furthermore the methods to assess the qualification of the handlers in the handling and storage of liquid chemicals in bulk and to assess the safety of the chemicals terminal have been raised 在评价的基础上，结合笔者多年从事安全监督管理工作的经验，对牟平港散化码头储运过程中涉及到的船方、公司方和监督管理方应采取的安全措施作了分析，针对安全评价中的人为因素内容较少的缺陷，提出了对散装液体化学品操作人员进行素质评估和对危险品码头进行综合安全评价的方法。
